27th BCS Deprived Candidates Recruitment 2025: The Ministry of Public Administration (MoPA) has officially issued a gazette notification today, Thursday, appointing 673 candidates who were previously deprived of their positions in the 27th Bangladesh Civil Service (BCS) examination.
The notification, issued by the New Appointment Branch of the Ministry, follows a landmark Supreme Court directive and marks the culmination of an eighteen-year legal struggle for the aspirants.
Cadre-wise Appointment Breakdown
The 673 newly appointed officers have been distributed across various cadres of the Bangladesh Civil Service. According to the gazette, the Administration and Police cadres received the highest number of appointments.

Historical Background: The 2007 Controversy
The 27th BCS examination, initiated in 2005, became mired in controversy during the 2007-2008 caretaker government tenure. Although 3,567 candidates initially passed the first oral examination (viva voce), the caretaker administration canceled the results, alleging widespread irregularities and corruption. A second viva was subsequently conducted.
The deprived candidates, who were successful in the first viva but excluded later, filed a writ petition challenging the cancellation. While the High Court initially declared the cancellation valid in 2008, the legal battle shifted to the Appellate Division. In February 2025, the Supreme Court’s Appellate Division ordered the government to recruit 1,137 deprived candidates. Todayâs gazette covers 673 of those recommended individuals.
Terms of Appointment and Seniority
The Ministryâs notification specifies that the recruitment will follow the National Pay Scale 2015, with an entry-level salary scale of BDT 22,000â53,060.
Crucially, the government has addressed the issue of “lost years” through Retrospective Seniority. The appointment will be effective from the date when the first recruitment gazette of their original batch was issued. This ensures that their “conceptual seniority” remains intact compared to their peers. However, the gazette clarified that these officers will not be entitled to any backdated financial arrears or monetary benefits for the intervening period.
Mandatory Training and Probation
The newly appointed officers are required to undergo rigorous training programs as per the Civil Service rules:

Foundation Training: Candidates must complete the basic foundation course at the Bangladesh Public Administration Training Centre (BPATC) or a government-designated institute.

Probationary Period: All officers will serve as “probationers” for a period of two years. The government reserves the right to extend this period by another two years if performance standards are not met.

Professional Training: Following the foundation course, specialized and professional training will be provided based on the specific requirements of their respective cadres.
The Public Service Commission (PSC) and MoPA have emphasized that this recruitment serves as a corrective measure to uphold the principles of justice within the nation’s highest administrative structure.
